Professor Tianxiang HE Contributes to Hong Kong’s LawTech Development
Professor Tianxiang HE, Associate Professor at the School of Law, City University of Hong Kong (CityUHK), has been serving as a member of the Consultation Group on LawTech Development of the Department of Justice of the Hong Kong SAR Government since January 2025. Appointed by the Secretary for Justice for a three-year term from 13 January 2025 to 12 January 2028, Professor HE contributes his academic expertise in law and technology and intellectual property law to discussions on the development and application of LawTech in Hong Kong.

|
Established following an initiative announced in the Chief Executive’s 2024 Policy Address, the Consultation Group brings together representatives from the legal and dispute resolution sectors, law schools and experts in LawTech. Chaired by the Deputy Secretary for Justice, Dr CHEUNG Kwok-kwan, SBS, JP, the Group advises the Department of Justice on policies and measures to promote the adoption of LawTech, with particular attention to improving the efficiency, accessibility and quality of legal services.
Since its establishment, the Consultation Group has contributed to a series of initiatives aimed at connecting legal practitioners with technological developments. In 2025, the Department of Justice organised four rounds of the LexGoTech Roundtable, published the LexGoTech Roundtables Report, hosted the inaugural Hong Kong LawTech Fest, and launched a survey of LawTech service providers in Hong Kong. These activities have helped identify the practical needs and concerns of the legal sector and provided a basis for developing further LawTech policies and measures.
More recently, the Group’s work has moved towards concrete measures supporting the responsible and practical adoption of LawTech. Professor HE has participated in discussions on a draft Guidance Note on the Use of LawTech in Legal Practice, which seeks to provide clearer guidance for legal practitioners when adopting emerging technologies in professional work. The Group is also discussing a proposed Funding Scheme for LawTech Solution Subscription by the Hong Kong Legal Sector, intended to support wider access to suitable LawTech services. This direction is reflected in the Chief Executive’s 2026 Policy Address, which announced that the Department of Justice will launch a short-term funding scheme to promote wider application of LawTech, including artificial intelligence technologies, in the legal sector.
Professor HE’s participation in the Consultation Group reflects the School of Law’s continuing contribution to the development of law, technology and public policy in Hong Kong, and demonstrates how academic expertise can contribute directly to policy discussions on the changing practice of law in the age of artificial intelligence.
